Wall thickness is listed as 2.7 to 3.1mm on a 4-inch layflat hose -- is that range normal or should I be lookin for a specific end of that spec for higher pressure work?

That thickness range is standard for layflat construction at this diameter. The hose is rated to 300 PSI across that full wall range, so either end of the spec holds to the same pressure rating. You're not getting a weaker hose at 2.7mm versus 3.1mm in terms of what it's certified to handle. The variation accounts for normal manufacturing tolerance and doesn't affect the working pressure.

got a pump setup that needs a 4 inch layflat, is this one actually 300 psi and yellow like it says?
