What exactly is this fitting bridging together, like, is it going from a metric tube end to a standard SAE port?

Yeah, that's exactly what it does. One side is a DIN tube end with an M30 x 2.0 male thread, and the other side is a 3/4-16 UNF SAE O-Ring Boss male port.
