got a tight spot on a line, is this a 90 elbow that goes from M14 x 1.5 DIN tube to a 7/16-20 ORB?

For a right angle connection, it matches that combo. Side 1 is a DIN tube male M14 x 1.5 (L08), and side 2 is a male ORB-SAE 7/16 - 20 UNF in 1/4 inch size.

fitting's got a DIN tube side and an ORB-SAE side both male -- is that right for connecting into a standard 1/4" SAE port on a hydraulic block?

Both sides are male, yes. The DIN tube end is M14 x 1.5 and the ORB-SAE end is a 7/16-20 UNF thread sized for a 1/4" port. So if your block has a 1/4" SAE O-ring boss port, the thread callout lines up correctly on that side.
