can this coupling connect while there's still pressure in the line, or do you have to bleed the system down first?

Up to 500 psi, you can connect it without depressurizing the line first. That's one of the main reasons this fitting gets used on dump trucks and refuse vehicles where stopping to bleed pressure out of a wet line just isn't practical. The tubular valve design also keeps fluid loss minimal when you disconnect, so you're not dealing with a spill every time you break the connection.
