does this thing connect when there's already pressure in the line, or do you have to bleed it down first before hooking up?

You can connect it under pressure up to 500 psi without bleeding the line down first. That's one of the main reasons this fitting gets used on dump trucks and refuse trucks where stopping to depressurize the system every time just isn't practical. The tubular valve construction also keeps fluid loss down to around 0.70 cubic centimeters at disconnect, so you're not making a mess every time you pull it apart.
