The 90 Din X Fdin Swivel Complete is made to fit M18 X 1.5 male to M18 X 1.5 female connections. That makes it compatible with DIN tube connections of that size.

both sides on this fitting are M18 x 1.5, so is it meant to connect two lines with the same thread size at a 90 degree angle?

That's what it does. The male side threads into a port or component with an M18 x 1.5 female fitting, and the swivel female end accepts an M18 x 1.5 male fitting on the other side. The 90 degree elbow lets you redirect the line without bending hose or pipe, which comes in real handy when you're working in a tight spot and need to make a clean turn.
