What kind of threads are on both ends of this fitting, and are they the same size all the way around?

Both ends carry 3/8-18 NPTF threads, male on one side and female on the other, both built to SAE J476 spec. So yes, same thread size on each end. The male end threads into a female port, and the female end accepts a male fitting, which is pretty much what you'd expect from a straight expander used to extend or adapt a threaded run.
