does this adapter go from a 3/8 male NPTF up to a 1/2 female NPTF, or is it the other way around?

Yeah, that's exactly right. The male end is 3/8-18 NPTF and it threads into a 1/2-14 NPTF female port. So you're stepping up in size from the male side to the female side, which is why it's called a straight expander. Both ends follow SAE J476 specs.
