i’ve got a 1-1/4 male pipe thread port but need to step it down to 3/8, is that what this bushing does?

Function-wise, it adapts from a 1-1/4-11-1/2 male NPTF thread on the outside (B1) down to a 3/8-18 female NPTF thread on the inside (B2), with both threads conforming to SAE J476.

Got a 3/8 female port on a valve body and need to hook up a 1-1/4 male line to it, this bushing the right move for that?

That's what this one's built for. The male end is 1-1/4-11-1/2 NPTF and the female end accepts 3/8-18 NPTF, so it steps down from the larger male thread into the smaller female port. Both threads conform to SAE J476, so you'll get a proper dry-seal fit on each end when torqued correctly.
