fitting goes from an 8 to a 4, so is that a straight-up size reduction or is one of them the port size and the other something else?

Both numbers refer to port thread sizes, so yes, it is a reduction from one to the other in a single fitting. The #8 side is the male port thread and the #4 side is the female port thread. That lets you tie two different-sized ports together at a right angle without needing an adapter in between. trying to tighten up a line in a tight spot, is this the kind of 90 elbow that stays put and dont swivel around?

Rigid construction means the joint is fixed and non-articulating, so once you clock it and tighten it down it is not meant to swivel. The 90 degree elbow just redirects flow at a right angle for tight installations.
