flow rate on this one is 53 LPM, but is it actually set up as a reducing valve or more of a relief valve? trying to figure out which way it works before i order

Pressure reducing valves and relief valves do similar jobs but from different directions. A relief valve sits at the source and dumps excess pressure back to tank. This one limits downstream pressure in a branch circuit, holding it to whatever maximum you dial it in at. So if you've got one leg of a system that needs to run at a lower pressure than your main circuit, that's exactly the kind of situation it handles.
