got a 3/4-16 male ORB port on a valve block and need to step down to a 9/16-18 JIC line, this fitting do that?

That's exactly what it's built for. The male end is 3/4-16 SAE O-Ring Boss and the female swivel end is 9/16-18 JIC 37 degree flare, so it bridges those two thread types in a straight configuration. The female side swivels, which makes it a lot easier to get your JIC line aligned without fighting the fitting during installation. NBR o-ring handles the seal on the ORB end.
