fitting has a 3/4-16 male end and a 1-1/16-12 female end -- does that mean its reducing one size down or is that just how ORB sizing works out?

SAE O-ring boss thread sizing follows a thread pitch and diameter system that doesn't map one-to-one to nominal tube or port sizes the way you might expect. The 3/4-16 male and 1-1/16-12 female on this fitting do represent different thread dimensions, so yes, you're connecting two different ORB port sizes. That's exactly what a reducing straight adapter does, letting you join a smaller male ORB port to a larger female ORB port in a straight inline configuration without any bends or offsets.
