trying to hook a 24 MORB line into a 16 FORB port, is that what this reducer is for?

Built for exactly that kind of step-down, it goes from a male SAE O-ring boss thread on one side to a female SAE O-ring boss thread on the other. The male side is 1-7/8-12 and the female side is 1-5/16-12, both to SAE J514.

You got it right. The male SAE O-ring boss thread is 1-7/8-12 and the female SAE O-ring boss thread is 1-5/16-12. Both ends are built to SAE J514, so if your ports and fittings are spec'd to that standard, you're looking at a solid match.
