got a hose end that’s 9/16-18 jic swivel, will this elbow mate up on that side?

On the swivel side, it uses a 9/16-18 Female JIC swivel with a 37 degree flare, built to SAE J514. That matches a 9/16-18 JIC flare connection.

This elbow uses a 3/8-18 Male NPTF thread and a 9/16-18 Female JIC Swivel 37 Deg Flare thread.

thread on the male end of this fitting, is that a straight pipe thread or does it actually seal on its own without tape or compound?

NPTF threads seal by metal-to-metal contact at the thread roots and crests, so under normal conditions they don't rely on tape or sealant the way standard NPT does. The male end on this elbow is 3/8-18 NPTF, built to SAE J476, which is the dryseal standard. That said, a lot of guys still hit it with a thread sealant out of habit, and there's no harm in that either.
