trying to swap out a fitting i’ve got now. is this one male pipe on one end and a jic swivel on the other?

On the B1 side you get a 1/2-14 male NPTF thread built to SAE J476. The B2 side is a 7/8-14 female JIC swivel with a 37 degree flare per SAE J514.

got a port that's 1/2-14 NPTF on a manifold block and need to run a JIC line off it, this the right fitting for that?

That's what this connector is built for. One end is a 1/2-14 male NPTF thread conforming to SAE J476, so it'll thread straight into that port. The other end is a 7/8-14 female JIC swivel with a 37-degree flare seat, rated to SAE J514, which accepts a standard #10 JIC male fitting on your line. The swivel feature lets you position the hose without twisting it during tightening, which makes assembly a lot cleaner in tight spaces.
