what's the smallest wrench size i'd need on the hose end of this fitting?

The hex on the hose/tube end measures half an inch, so a standard half-inch wrench will seat right on it. The male NPTF side is a quarter-inch thread, which is pretty common on instrumentation and hydraulic lines, so most folks already have what they need in the toolbox before they even open the bag.

Will this adapter hold up outside? We get some pretty harsh winters here.

Dura-Kote plating gives this adapter superior corrosion resistance, so it should be suitable for outdoor use. Just be sure to consider the minimum working temperature of -65°F.
