got a hose with a 1/2-14 female npsm swivel, will this adapter mate up to it?

For the swivel end, it’s a female NPSM swivel with 1/2-14 threads per SAE J476, so it’s made to connect to a matching 1/2-14 NPSM male. The other side is a 7/8-14 male O-Ring Boss per SAE J514, and it seals with an NBR O-ring.

thread on the female end is NPSM swivel, does that mean it'll spin free before you tighten it down or does it need to be held in place during install?

NPSM swivel threads are built to rotate freely, so yes, that end will spin before you commit to a final position. That's actually the point. It lets you get everything lined up without twisting the hose or line attached to it, then snug it down once you've got the angle right. The male O-Ring Boss side is what does the sealing work, so make sure that end seats properly against the port face before calling it good.
