fitting says it works with stainless steel tubing -- does that include hard copper too or just the harder stuff?

Both are covered. This fitting is compatible with aluminum, hard or half copper, steel, stainless steel, and extra heavy wall tubing that can't be flared. The key requirement is that the tubing be extra heavy wall. As long as your copper qualifies as hard or half hard and meets that wall thickness, you're good to go.
