what's this truck valve made out of, and will it hold up in rough conditions?

Brass construction gives it solid durability for hydraulic line work, and the Dura-Kote plating adds a real layer of corrosion resistance on top of that. It's rated down to negative 40 degrees minimum working temperature, so cold snaps aren't going to be a problem either.
