what exactly makes this a 3-way valve versus a regular ball valve, and would it work for splitting flow between two lines?

A 3-way ball valve has three ports instead of two, which lets you route fluid in more than one direction depending on how the ball is positioned. Where a standard ball valve just opens or closes a single flow path, a 3-way can divert flow from one inlet to one of two outlets, or in some configurations, mix two inlets into one outlet. The 83XPDM8-316 from SSP's TB Series connects 8mm tubing on one end to a 1/4 NPT threaded port, so it's built for installations where you need that kind of directional control at a smaller line size.
