flow rate on this unit, is 80 liters per minute the max it'll handle or just the rated output?

Eighty liters per minute is the rated flow capacity for this valve. Running consistently at or near that ceiling puts more demand on the solenoid and seals over time, so most folks running high-cycle applications leave a little headroom below that figure to keep things running clean.
