flow rate on this unit, is it 60 LPM or is that just the max before things start going sideways?

60 litres per minute is the rated flow for this valve. Running right at the limit for extended periods isn't ideal for any directional control valve, so giving yourself a little headroom below that ceiling is just good practice when sizing for a real application.
