clamp says .375 ID, that the size of the hose or tubing it wraps around, or is that the hole you bolt it through?

The .375 refers to the inside diameter of the clamp itself, which is the dimension that contacts and holds the hose or tubing. The mounting hole through the bracket is .406 inches. So when you're matching this to your line, go by the .375 figure for the tube or hose outer diameter, not the fastener size.
