trying to hook a 3/8 JIC hose up to a 1/2 BSPT port, is this the right elbow for that?

For that kind of mix-and-match connection, this elbow is set up with a male JIC 9/16-18 UNF on one side (3/8 JIC size) and a male BSPT R 1/2-14 on the other side (1/2 BSPT size), with a 90 degree bend between them.

Got a piece of equipment running BSPT ports and the hydraulic line coming off it has a JIC end on it, does this fitting bridge that gap, or am I lookin at the wrong part?

That's exactly the gap this fitting covers. One end is a 9/16-18 UNF male JIC thread, the other is an R 1/2-14 male BSPT taper thread. Both ends are male, so you'd need female JIC and female BSPT ports on whatever you're connecting to. If your equipment has those, you're looking at the right part.
