trying to swap out an elbow on a 3/8 line, is this one female on both ends or did i read it wrong

Both ends are female BSPP connections. Each side is a G 3/8 - 19 thread callout with a 3/8 inch size, so it is a female to female 90 degree elbow.

Correct on both counts. Each side carries a G 3/8 - 19 female BSPP connection, so you're working with the same thread type and size at both ports. Steel construction throughout, and the fixed 90-degree angle means there's no swivel involved. Worth confirming your mating fittings are male BSPP 3/8" before you stock up.
