Does this seal need any thread sealant tape or compound when you put it on, or does it just go on dry?

No tape or sealant compound needed. The bonded seal handles the sealing on its own, so you just torque it down against the port face and you're good. Adding sealant on top of it would actually be unnecessary and could cause installation problems, so keep it clean and straightforward.
