gauge says it goes up to 25 tons but also shows 2000 PSI -- are those just two different ways of reading the same scale?

Both scales are printed on the same face and measure the same pressure, just in different units. The PSI side reads up to 2000, and the ton side tops out at 25. Major graduations land at 2000 PSI and 5-ton marks, so you get a clear reference point either way. Whether your crew thinks in tons or PSI, everyone can read off the same needle without doing any math in their heads.

Is this gauge something that could be filled with silicone, if needed?

Most dry gauges of this type can indeed be filled with silicone using kit #9046, so you'd be all set on that front.
