got a 3/8 male npt port on a block, but my gauge line is 1/4 npt. is this the right bushing to step it down

For that setup, yes. It is a bushing-style adapter that threads a 3/8 inch male NPT end into your 3/8 NPT port and gives you a 1/4 inch female NPT port to screw your 1/4 NPT fitting or gauge into.
