my shop runs a decent amount of air tools pretty regular, will 156 SCFM be enough to keep things moving without choking the line?

For most shop setups running pneumatic tools off a 3/8 NPT line, 156 SCFM gives you solid throughput without becoming a bottleneck. That flow rating puts it well within range for general industrial use. Just make sure your upstream supply and line sizing can actually deliver that volume, because the filter won't be the weak point here.

trying to keep my air tools from spitting water, is this filter fine enough for that?

For general cleanup, the 5 micron element is meant to catch airborne solid and liquid contaminants in a compressed air line. It will help knock down typical dirt and moisture carryover, and the bowl collects what gets trapped so you can drain it.
