brass to JIC adapter like this one, does it need any thread sealant or tape on either end when you put it together?

No sealant is included or required with this adapter. The NPT male end is a tapered thread, so you can apply your own thread sealant or PTFE tape there if your application calls for it. The JIC 37 degree flare end seals mechanically on the flare itself, so tape or compound on that side would actually work against a proper seal. Keep that flare surface clean and the connection should seat up tight without anything extra.
