fitting says reusable but do you actually have to use a mandrel every time you put it back together, or just on the first install?

A mandrel is required during installation to seat the fitting properly against the hose. That applies each time the fitting is assembled, not just the first time around. The reusable designation means the hardware itself can be taken apart and put back on a hose again rather than being crimped and discarded, but the mandrel is part of getting a proper airtight connection every time you reassemble it.
