fitting says 5/16 hose barb but the product name shows 0.31 inch hose ID, are those the same thing or am I looking at two different sizes?

Same size, just two ways of saying it. A 5/16-inch barb is meant to fit hose with a 0.313-inch inner diameter, which rounds to 0.31. The barb slides into the hose end and the clamp holds it in place, so as long as your hose ID measures right around 5/16, you're in good shape.
