can this handle 6500 psi continuous or is that just the burst rating

6500 PSI is the working pressure rating for this SAE 100R16 hose, not the burst pressure. SAE standards require hoses to handle four times their working pressure as a burst rating, so you're looking at continuous duty capability up to 6500 PSI.
