Does this thing need to be bolted down to a workbench or can you just set it on top and use it?

Bench or tabletop mounting is what it's built for, so you'll want it secured to a flat surface before putting it to work. It's not a handheld unit. At 12 pounds it's got some weight to it, but fastening it down keeps it stable during operation and makes the whole process a lot smoother.
