fitting's got a swivel on it, right? trying to figure out if the hose end can rotate after it's crimped or if it locks in place once you tighten it down

The swivel is on the female JIC end, so yes, it rotates freely before final tightening. That lets you align the hose without twisting it during installation, which saves a lot of grief on tight routing jobs.
