For hose size, it lines up with a -12 dash hose. On the connection side, it uses a female SAE end on one side and a line, hose, tube end type on the other, so it is meant to bridge those two connection styles.

Does this fitting need a mandrel to crimp, or can you just run it straight through the crimper without one?

No mandrel required on this one. The FC6217-1212S is built to crimp without it, which cuts down on setup time and keeps the install pretty straightforward. For shops running a lot of assemblies, that alone saves a fair amount of hassle.
