got a setup where i need a steady controlled flow but the pump pressure bounces around. will this valve keep the CF flow pretty consistent

With the pressure compensator spool, the valve is built to hold a fairly constant controlled flow out of the CF port even as pressure changes. You set the flow by rotating the lever to change the orifice area, and the compensator adjusts to keep that CF flow proportional to your setting.
