It’s a 90 degree elbow adapter that lets you turn the line while keeping SAE 37 degree flare connections on both ends. One side is SAE 37 flare female and the other side is SAE 37 flare male, so it’s used to join two JIC style flare connections and change direction without switching to a different end type.

Does the coating on this fitting actually hold up in wet or dirty environments, or is it just there to look nice?

Dura-Kote plating is a serious corrosion protection finish, not cosmetic. It's built to handle exposure to moisture and grime over time, which is exactly why Eaton uses it on fittings that end up in demanding hydraulic setups.
