Is this hose just the hose or does it come with clamps?

This hose is sold as a length of silicone hose only. Clamps would need to be sourced separately.

It is a 1-1/8 inch ID silicone hose built in a 4 ply construction. It is the FLEXFAB part FLX5581-112 with a red liner and a blue cover.

what's the inside diameter on this silicone hose, 1.13 or is that rounded?

The inside diameter is 1-1/8 inch, which works out to 1.125 inches. The 1.13 you might see referenced is just a rounded figure for the same measurement. Both refer to the same hose.
