Does this elbow come with the locknut already included, or is that something I'd have to track down separate?

The locknut is included with the elbow. That's kind of the whole point of this configuration since the locknut is what lets you get a tight, secure fit when mounting through a panel or bulkhead. You won't need to source it separately.

got a bulkhead pass-through spot on a panel, is this the kind of elbow that’ll mount up solid and not wiggle around
