torque rating on this thing is 8 in-lbs, is that enough to hold tight without having to really crank it down during install?

8 in-lbs is a fairly light torque spec, which actually works in your favor during installation. It means you're not wrestling the fitting into place, and you're less likely to overtighten and cause thread damage. The NPTF male end creates a mechanical seal through thread interference, so the fitting does its job without needing heavy torque. Just bring it to spec and you're good.

got a hose setup with a 1/4 NPTF male, will this swivel match up or am i mixing threads

Fit comes down to the thread types on each end. This swivel joint has a 0.25 inch NPTF male end on one side and a 0.25 inch NPSM female end on the other, so it will mate to a 1/4 NPTF female port on the male side, and the opposite side is for a 1/4 NPSM male connection.
