accuracy on this one, is the ±0.5% figure across the whole flow range or just part of it?

Only part of it. The ±0.5% of reading accuracy applies from 15% to 100% of the flow range, which works out to roughly 3.75 to 25 L/min (about 1 to 7 gpm). Below that 15% threshold, you're outside the rated accuracy window, so if your application regularly runs at very low flow you'd want to keep that in mind when deciding if this meter fits.
