Can the CT Series Turbine Flow Meter handle temperatures above 90°C?

Above 90°C, the CT Series Turbine Flow Meter may not perform optimally, as its fluid temperature range is limited to 5 to 90°C. For applications requiring higher temperatures, alternative solutions might be necessary.

flow range on this thing goes down to 15 L/min -- is that the actual minimum or just where accuracy starts to drop off?

For this meter, 15 L/min is the bottom of the rated flow range, so that's where the ±1% full scale accuracy spec applies. Running below that, you'd be outside the rated window and measurement reliability isn't guaranteed. The top end is 600 L/min, or 160 gpm if you're working in imperial. Keep it within that 15 to 600 L/min band and you're in spec.
