flow range on this thing goes down to 20 L/min -- is that the lower end where accuracy starts to fall off, or is that still within the ±1% spec?

Accuracy of ±1% full scale applies across the rated flow range of 20 to 800 L/min (5 to 210 US gpm). That lower bound of 20 L/min is where the meter is specified to operate, not a degraded zone. Below that threshold, you're outside the rated range and readings won't be reliable, so if your system regularly idles below 20 L/min you'd want a meter sized for a lower range.
