does this snubber have a small enough orifice to actually protect a gauge from pressure spikes, or is .015 too big to do much good?

At 0.015 inches, the orifice on this snubber is well within the range that dampens pressure pulses effectively. got a gauge needle that chatters when the pump kicks on. is this snubber meant to calm that down?
