Does the 4:1 safety factor hold up at the full 10,000 psi, or is that rating only for lower pressures?

At full working pressure of 10,000 psi, the 4:1 safety factor still applies across the board. That ratio is built into the hose design itself, not just at partial loads. The two layers of steel wire braid inside are what give it that headroom above the rated working pressure, so you're not sacrificing any margin when you're running the system at its upper limit.

got a pump that’ll hit 10,000 psi. is this hose actually rated for that kind of pressure?
