What exactly is this fitting supposed to do, and is it the kind that'll swivel once it's hooked up or only during installation?

Female swivel nuts are built so the nut itself rotates independently from the fitting body, which makes it a whole lot easier to thread onto a male fitting without twisting up whatever line or hose you've got connected.
