does this hose meet any kind of industry standard, or is it just rated by the manufacturer on their own say-so?

It complies with the MHI standard IJ100, so there is an independent benchmark behind the 10,000 psi operating pressure rating. The burst pressure is listed at 20,000 psi, which is double the working pressure. The rubber cover is oil and weather resistant, and the hose construction uses two braids of high tensile steel wire. It also carries MSHA approval, which is required for mining applications but tells you something about the build quality in general.

hose is rated for 10,000 psi but what happens if pressure spikes above that? is there any headroom built in?

Burst pressure on this assembly is 20,000 psi, which puts the safety margin at a 2:1 ratio over the 10,000 psi operating limit. That kind of headroom is pretty standard for wire-braid hose in high-pressure hydraulic work. Normal pressure spikes that stay well below the burst threshold won't cause immediate failure, but running consistently at or near the operating ceiling will wear the hose down faster over time. Keep cycles within the rated operating pressure and you should get solid service life out of it.
