got a press that runs 10,000 psi, is this hose actually rated for that kind of pressure?

For pressure limits, the max operating pressure is 10,000 PSI and the burst pressure is 20,000 PSI, so it is built to run at 10,000 PSI in normal service.

hose is rated for 10,000 psi but what happens if pressure spikes go higher than that during operation

That said, sustained operation should stay at or below 10,000 psi to keep service life where it ought to be.
